Thats right, VoIP phone service is heavily dependent on internet service. However, Now a day, consumers have very reliable internet connections. People are running their world wide banking systems on internet so you can't say that it is totally not reliable. There might be some problems but many voip phone service are providing back plans also.
I used vonage service for one year. Now I a planing to switch to some better service. The new service provider offers BYOD option. However, they say that vonage adapter will not work with their service.
Actually, under BYOD option, you can use any sip based device but it must be unlocked and user should have administrative access to it. Vonage adapters are locked and you do not have administrative access to them. This is why they can be used only with vonage service.

There is another drawback of internet phone service. It is totally dependent on internet service. If you have problem in internet service, you will not be able to use your phone service also.
